A Passing Rant

OK, I hate to start off with a rant, but I just don't understand: what is it that makes people who drive 30 in a 50 zone suddenly speed up to 80 miles an hour as soon as you attempt to (or God forbid, succeed in) passing them? Is its cause genetic or environmental? 'Cause it seems to happen to me a lot, and it's driving me insane.
